Virginia Highlands Community College is seeking a community-focused collaborative Chief of Police to lead the campus police department. The Chief will be a leader, who is energetic, focused on community engagement, understands 21st Century Policing Strategies and committed to providing a safe environment where students, faculty, and staff have a maximum opportunity to be successful in meeting their academic and professional goals.

The VHCC Police Department is a professional police department providing the same level of service offered by a municipal police department, as well as other services unique to an academic institution.

Responsibilities: Reporting to the Vice President of Finance and Administration, serve as the main contact for the College and its community relating to matters of public safety and law enforcement in accordance with College policies, and federal, state, and local laws, statutes, and regulations. Specifically, serve as the campus Chief of Police and oversee all College police operations, compliance, reporting, and emergency response. Through crime prevention activities, patrols, and investigations, the Chief is responsible for overseeing and ensuring the effective planning, organizing, staffing, directing, coordinating, and budgeting for all aspects of the department. Ensures clear and firm adherence to safety principles and laws. Outstanding communicator who speaks clearly, assertively, and transparently with internal and external stakeholders. The Chief provides proactive leadership in the areas of threat assessment emergency response planning, community policing, emergency preparedness, Title IX, and other duties as assigned. Establishes and maintains liaisons with Chiefs and Emergency Managers of other colleges in the Virginia Community College System. Qualifications: Education and/or experience equivalent to an Associate Degree in Police Science and certification by the Virginia Department of Criminal Justice (DCJS) in armed and unarmed security techniques, law enforcement certification and crime prevention required. Understanding and proven record of exceptional management, organizational, interpersonal skills. The selected candidate must demonstrate excellence in verbal and written communications and the ability to foster a positive work environment while maintaining professional discipline in the department. Must have a reputation for honesty, integrity and ethical conduct, and the inter-personal skills necessary to work successfully with students, faculty, staff, visitors and the general public. Must be able to develop strong relationships and trust with students, faculty, staff and community to allow for open communication. The selected candidate must have a demonstrated record of successful leadership. Candidate must possess exceptional customer service and public safety delivery models that expect excellence from campus police staff. Trained in cultural competencies, appreciate a variety of diversity characteristics and are committed to the mission of providing professional law enforcement, effective emergency response, crime & incident reduction and community outreach & education. Must hold or obtain within 3 months of employment a certification as a class A operator for the Virginia Criminal Information Network. Must have demonstrated supervisory experience in Virginia state laws, investigations and crisis intervention. National Incident Management Training completion preferred or ability to be complete within 3 months of starting position. Valid driver’s license required.

Requirements: Minimum education and/or experience equivalent to an Associate’s Degree in Police Science and certification by the Virginia Department of Criminal Justice (DCJS) in armed and unarmed security techniques, law enforcement certification and crime prevention required. Must have significant years of progressively varied and responsible experience as a certified full-time police officer with a recognized law enforcement agency, including supervisory experience. Must hold current DCJS certification as a police officer. Must be a citizen of the United States. This position is required to be on-call 24/7. Must be able to carry out the physical activities of a sworn law enforcement officer as defined by the VA Code and DCJS. Ability to perform duties on foot or vehicle. Ability to recognize safety/security hazards and take appropriate corrective actions. Ability to react quickly and calmly in emergency situations. Ability to ascertain facts through personal contact, observation and examination of records. A working knowledge of the Jeanne Clery Disclosure of Campus Security and Campus Crime Statistics Act; Knowledge of Title IX, OSHA regulations and Virginia Fire Code.

Preferred qualifications: A bachelor’s degree in an appropriate or related field. Knowledge of higher educational system. Experience as a chief of police; law enforcement leadership, working in a higher education environment; knowledge of courtroom procedures and laws. Working knowledge of developing Emergency Management Plans and Continuity of Operations Plans for an institute of higher education.
