This position provides leadership and direction for the campus safety department including emergency management, campus safety and security, parking services and other campus safety functions. This position coordinates with law enforcement, and provides a safe environment for students, faculty, staff, and the public. Provides leadership in emergency management planning and protects students and staff by carrying out proactive programs and public safety processes.
Plans, organizes, directs, and coordinates all activities of campus safety staff.
Command and participate in public safety initiatives, command of incidents, emergency operations and general assistance for those on campus properties.
Designs and develops training opportunities and schedules and surveillance routines for patrol of the campus and related facilities.
Establishes scope and efficiency of services, and continually reviews and evaluates staffing levels to accommodate daily routines, special events, and student population.
Directs, facilitates, and participates in developing the department’s annual work plans. Assigns, monitors, and reviews work activities, projects, and programs for annual report.
Completes and submits an annual security report, assists with Title IX investigations, coordinates with law enforcement with public safety initiatives. Aids in maintaining crime statistics, and “police logs” for the Annual Security Report in compliance with the 1990 Campus Security Act.
Oversee the management of daily reporting. Maintain timely reports in compliance with the Department of Education for the annual security report as required by the DOE related to the CLERY ACT.
Develops and monitors methods that ensure staff, students, and visitors have the opportunity to openly communicate with campus safety.
Create, monitor and evaluate the scheduling of campus safety officers.
Provide direction and support for campus safety officers and student workers.
Coordinate fire drill training and work with Student Life to establish training with the Resident Directors on the safe evacuation of the residence hall facilities.
Ensures all safety equipment including alarms, kiosks, and blue light poles are in working condition and liaison with monitoring company as needed.
Researches, reviews, recommends, and implements protocols for parking regulations. Implement parking lot regulatory signs and curb painting according to the California Vehicle Code and Costa Mesa’s Municipal Codes.
Ensures parking enforcement on campus is conducted responsibly and responds to petitioned citations.
Reviews shift and incident reports and routes the paper work to the appropriate departments.
Aids in conducting safety and security surveys for the campus including lighting and landscaping around the buildings.
Ensures officers maintain department equipment, uniforms and supplies, and recommends purchasing replacements, upgrades and repairs.
Enforces the rules and regulations of the university, the campus safety department, and works with the Vice President of Student Affairs and Director of Residence Life in discipline situations, as needed, that involve possible criminal activity.
Responds to emergency situations beyond normal work hours if required.
Oversee parking services including maintaining vehicle registration record for Faculty, Staff, and Students, along with the parking violation records.
Oversee investigations for work-related accidents and recommends changes to prevent repeated accidents.
Identify risks to the organization within the department and discuss risk reduction options with immediate supervisor.
Prior experience in management for a law enforcement agency. Must have knowledge of Federal, State and local laws that pertain to security.
Master’s Degree from an accredited college or university in public administration, organizational leadership / management, administration of justice or related field.
P.O.S.T. Management Certificate
Ability to communicate clearly and relate to college offices and external public.
Possess administrative and organizational skills.
Ability to obtain a Guard Card from Bureau of Security and Investigative Services.
Knowledge and acceptance of principles and philosophies of Vanguard University.
