Position Title: Chief of Campus Safety
The Chief of Campus Safety reports to the Dean of Students.
The Chief of Campus Safety serves as a member of the College staff and an officer of the State of South Carolina.
The Chief of Campus Safety is responsible for implementing a community policing model that advances the core principles of Spartanburg Methodist College and provides exceptional service to the SMC community. The Chief of Campus Safety ensures that the department works closely with individuals and groups within the College community to maintain an atmosphere of cooperation, respect, and fairness that enhances the quality of campus life and reduces risks and vulnerabilities on the campus. The Chief of Campus Safety coordinates the planning, management, and supervision of all phases of operations of the department to protect life and property at the College.
Directs and coordinates college security, safety and protection programs to include traffic control, event staffing, patrolling of college property, and enforcement of state and federal statutes and college policies and procedures.
Ensures that victims and witnesses are informed of their rights and responsibilities as mandated by law, and that they are treated with dignity and respect.
Responds to or oversees response to calls for service.
Recruits, trains, motivates, and evaluates department personnel to ensure that the department is staffed with highly competent officers.
Plans work schedules to ensure that all shifts are covered as necessary
Monitors and evaluates the efficiency and effectiveness of department services and identifies opportunities for improvement.
Serves as campus liaison with external law enforcement agencies and maintains collegial working relationships with external agencies.
Manages the Campus Safety Department budget and directs the use of the physical resources of the department.
Recommends and implements the goals, objectives, policies and priorities for safety and security functions and programs.
Plans educational programs on personal safety and related matters for the campus community
Participates in the development and implementation of emergency procedures for fires, earthquakes, bomb threats and other disasters. Conducts regular fire drills and other exercises to ensure preparedness for emergencies.
Ensures that all officers complete formal requirements to remain certified as required by their positions and provide high quality service to the college community.
Works closely with other SMC employees, especially the Student Development staff, Maintenance and Grounds, and Information Technology.
Prepares the Annual Campus Crime Report and other written reports as necessary.
Disseminates emergency information via e-mail and the e2campus alert system when appropriate.
Serves as a shift officer fulfilling all the responsibilities assigned to the Campus Police Officers.
Carries out other duties and committee assignments as directed by the Dean of Students and the President of the College.
Knowledge, Skills, Abilities, and Worker Characteristics:
Knowledge of the criminal laws of the State of South Carolina, and the rules and regulations of Spartanburg Methodist College.
Ability to solve problems and relate to faculty, staff and students and other community members in a positive and professional manner.
Recognize the cultural diversity of the campus community and ensure sensitive and equitable treatment of all citizens.
Knowledge of and skill in utilizing computers, two-way radios, and body cameras, and general office machines such as printers, copiers and fax machines.
Ability and proficiency in the operation and use of personal computers utilizing MS Word, the Internet Browser, Email and PD Manager.
Excellent oral and written communication skills in order to carry out the duties of the Chief of Campus Safety and to communicate effectively with students, faculty and staff or other law enforcement agencies.
The Chief of Campus Safety may be exposed to a variety of environmental conditions while on patrol. He/she may patrol on foot or in a golf cart or automobile. The position requires frequent contact with students, faculty, and staff, and cooperation with other campus officials.
Pass State Law Enforcement (SLED) and SMC pre-employment and personal background check.
Pass drug testing and remain drug free.
Maintain yearly training and other requirements to renew Class 1 certification and maintain SLED commission as a campus police officer.
Possess a valid South Carolina Driver’s license.
Reside within a reasonable distance of the SMC campus (preferably within fifteen miles) in order to be able to respond to emergencies in a timely manner at any time of the day or at night.
Required Physical Abilities:
Ability to access all areas of the campus, to move around campus to patrol and respond effectively to emergency situations.
Manual and physical dexterity and visual acuity needed to operate a computer keyboard and handle paper documents.
Sufficient near vision acuity to read information appearing on a computer display screen, in hand-written form, and printed on paper.
Adequate hearing and verbal abilities to communicate effectively in person, by telephone, and on the two-way radio system.
Mobility to stoop, kneel, bend and reach and lift up to 25 pounds.
Education and Experience:
Bachelor’s Degree in Criminal Justice or related area required. Master’s degree preferred.
Must be a graduate of the South Carolina Criminal Justice Academy. Must maintain training and other requirements to hold commission as a police officer.
Minimum of five years’ experience in law enforcement required.
Experience in a law enforcement supervisory role required.
