With minimal supervision from the Police Captain, the Police Lieutenant provides leadership and direction to the operational and administrative components of the Police Department consistent with the mission of Rice University and the Police Department through the use of goals, objectives, values coaching, collaboration, cooperation, community policing, and problem solving strategies. The incumbent organizes, plans, delegates and executes the workload of the assigned division to ensure all personnel have ownership of and meet their responsibilities in a timely manner. He/she evaluates the operation of the unit to ensure that it performs the functions for which it is responsible in an effective, efficient, professional, courteous, and ethical manner with sensitivity to the diversity and uniqueness of the campus community. This person also initiates corrective action when performance does not attain these standards and develops and manages resources needed by the unit to satisfactorily accomplish its responsibilities to include personnel, equipment and supplies. This position will also be cross-trained in other Lieutenant positions as employee may be assigned to such positions in the future.
Education Required HS Diploma or equivalent

An earned bachelor’s degree from an accredited institution of higher education.

Prior law enforcement experience with some previous leadership experience.

Prior work experience in accreditation.
Permanent License as a Peace Officer from the Texas Commission on Law Enforcement (TCOLE)
TCOLE Advanced Certification or will at time of appointment
Valid Texas driver’s license (or ability to obtain one within 30 days of employment) with no more than three moving violations within the past 36 months, and no convictions or deferred dispositions for Driving While Intoxicated or Driving Under the Influence within the past 10 years
Master Peace Officer Certification from TCOLE
Instructor Certification from TCOLE.
Ability to prepare and implement comprehensive plans to comply with accreditation, supervise special events, and various police operations
Proven ability to effectively supervise and train personnel in accordance with established law enforcement/public safety training standards
Demonstrated understanding of community-oriented policing practices
