Summary: Reporting to the Assistant Vice President for Public Safety and Campus Police, the Chief of Police provides leadership and direction for the University’s police force and plans, organizes, directs, and administers policing initiatives of the campus community. The Chief maintains a high degree of visibility and represents the police department on campus and in the local community, serving a central role in establishing and maintaining strong collaborative relationships with university constituents and local, regional, state, and federal law enforcement agencies. The Chief develops and implements effective crime prevention strategies, including a comprehensive community-oriented policing program. This position includes administrative responsibilities for the department’s budget, and timely and accurate reporting in compliance with local, state, and federal regulations and higher education guidelines. The Chief of Police manages eight full-time police officers, three part-time police officers, dispatch center personnel and contract security.
This full-time, 12-month position is exempt from provisions of the Fair Labor Standards Act (FLSA) and is not eligible to earn overtime pay for hours worked above 40 in a single work week.
Essential Duties and Responsibilities:
The Chief of Police oversees the day-to-day operation of Campus Police, including:
Ensures all members of Campus Police work as a cohesive, well-informed and positive team to ensure the safety of the campus community at all times
Monitors and ensures compliance with federal and state law, university policy and departmental policy
Coordinates campus police activities with other law enforcement agencies, campus departments and relevant stakeholders
Maintains appropriate contractual services for police computer systems
Oversees all investigations to ensure compliance with federal and state laws as well as timely, thorough and accurate completion
Maintains appropriate mutual aid user agreements and coordinates with local law enforcement for back up assistance for managing incidents on campus
Responsible for recruiting, selecting, hiring, training, scheduling shifts and special events and managing department personnel and managing any contract security personnel assigned to work for the university
Ensures department policy manual is updated and drafts new policies in line with law enforcement best practices
Manages the departmental budget
Liaisons with student groups, provides safety consulting, and works on committees and sub-committees as requested
Makes presentations to on- and off-campus organizations, raising awareness of crimes most likely to impact institutions of higher education and works with area providers to build network of support services to faculty, staff and student crime victims
Facilitates problem solving with community on ways to reduce crime on campus and improve quality of life, working in collaboration with other campus departments to the benefit of public safety
Ensures institutional compliance with required timely and emergency warnings. Collaborates with the Clery Compliance Officer with following and maintaining appropriate documentation for audit purposes by the U.S. Department of Education
Works collaboratively with the university’s Title IX Coordinator to ensure the appropriate reporting of sexual misconduct and in engagement of separate but prompt concurrent criminal and administrative investigations
Serves in a leadership role on the university’s Emergency Operations Team, as well as serves on the Student Assistance Team and other University committees.
Supervises/ensures enforcement of university park policies
Other duties as necessary to meet department and university needs.
Knowledge, Skills, Training, Experience
Must possess a bachelor’s degree in an appropriate area of specialization (or equivalent combination of education and experience) and at least ten years of progressively responsible experience in a law enforcement or public safety environment with a preferred minimum of five years in a college/university environment
Must have completed a Basic Law Enforcement Training (BLET) course with current certification as a law enforcement officer by respective state (or with no more than a one-year break in full-time sworn service at time of appointment). Please note that North Carolina law does not recognize nor have a reciprocal relationship with Federal law enforcement certification
Must possess/obtain and maintain North Carolina Company Police Certification with the North Carolina Training and Standards Commission within six months of employment
Must possess a valid, unrestricted North Carolina Driver’s License within 30 days of hire date
Knowledge of law enforcement, criminal investigations, emergency management, security, parking and traffic control, disaster preparedness, security methods/regulations, crowd control techniques and special event coordination
Is an individual with impeccable integrity and a proven record of consistency in managing both internal and external relationships to develop trust and to create opportunities for collaborative problem solving and partnerships
Models courteous engagement and outstanding customer service with staff and students while ensuring clear and firm adherence to safety principles and laws
Holds comprehensive knowledge of police methods, practices and procedures; thorough knowledge of local, State and Federal laws especially Clery and Title IX
Has a track record of public safety success that comes from a balance of engagement and enforcement
Demonstrate proven success in working with stakeholders with diverse backgrounds, including students, parents, visitors, faculty, and staff in university and academic setting, as well as proven success in the recruitment, development and retention of diverse workforce units.
Skilled in budget development and management and maintenance of effective service levels despite resource constraints
Experienced in cultivating and maintaining mutual aid relationships within a diverse population serving as inter-agency liaison with law enforcement, fire and emergency agencies that provide support to all campus locations
Exceptionally strong communication skills (verbal, written, interpersonal, presentation) and ability to quickly establish and maintain strong rapport at all levels of the university
Must be able to work in a fast-paced environment with demonstrated ability to effectively prioritize multiple competing tasks and demands
Proven ability to develop, empower and motivate direct reports to initiate and complete responsibilities in a timely fashion
Demonstrated organization and planning skills (strategic, short- and long-term); strong follow-up and follow-through skills to ensure completion of strategic plans, goals and objectives
Demonstrated computer proficiency using standard office software applications
Proactively develops and supports staff to achieve excellence through increased training, feedback and responsibility
Preference to candidates with demonstrated experience in grant writing, and the preparation of clear and concise reports
Ability to hold sensitive information confidential
Experience conducting investigations that are compliant with local, State and Federal laws

Must be able and willing to work a flexible schedule to meet requirements of the position, including frequent extended days, nights and weekends.
