Job Summary:
Reporting to the Chief of Police, the Lieutenant is an exempt and an administrative position. The Lieutenant oversees daily operation of the University Police Department and assumes responsibility for the department in the absence of the Chief of Police. The Lieutenant exercises authority over the police sergeants and police officers. Under direction, plans, directs, supervises, assigns, reviews, and participates in the work of law enforcement staff involved in traffic and field patrol, investigations, crime prevention, community relations, and related services and activities; serves as the shift supervisor on an assigned shift; oversees and participates in all work activities; assumes responsibility for assigned special programs, projects, or department-wide functions or activities; coordinates activities with other law enforcement agencies; and performs a variety of administrative and technical tasks relative to assigned area of responsibility.

Essential Function:
Plan, prioritize, assign, supervise, and review all work submitted by the police sergeant relating to traffic, patrol, investigations, crime prevention, community relations, and related services and activities; supervise police sergeants, dispatch, records, and property and evidence room personnel.
Serve as second in command for the department as well assuming responsibilities for any shift; prepare and administer briefings; assign patrol sections; supervise and direct all police sergeants and officers and activities on assigned shift; conduct personnel, equipment and building inspections.
Prepare, process, and maintain a variety of written reports and records pertaining to assigned activities including daily activity reports; complete payroll for assigned personnel for submission to payroll.
4. Review incident reports, required forms, summons, records, and related documents prepared by police staff to ensure accuracy and timely completion; correct or instruct police sergeant and police officers to make corrections.
Coordinate police activities with other university departments within the university and to include the Convent; coordinate functions of the unit with other law enforcement agencies.
Conducts a continuing review of assigned activities to identify problems and develop recommendations for improving services. Track all off duty contracts to ensure ample coverage is provided to each event.
Oversees the implementation of goals and objectives; establish schedules and methods for providing effective law enforcement services; implement approved policies and procedures to the department as a whole.
Interpret, convey and ensure implementation of agency policies and procedures; ensure that each personnel has a clear guideline of authority and responsibility.
Manage the selection and hiring of new personnel; train and evaluate personnel; assist with the development of training and orientation of new employees; provide training, guidance and counseling to assigned personnel; complete employee yearly performance evaluations and reviews as required; promote career development of police sergeants and police officers.
Serve as the field incident commander during major crimes, accident scenes, and emergencies; assume initial command; establish field command posts and implement the Incident Command System; may act as incident commander until such time as the Chief of Police assumes command.
Assume responsibility for all assigned collateral functions including special programs, projects, department-wide functions and activities; supervise specialized teams and services including Special Weapons and Tactics (SWAT), Hostage Negotiation Team (HNT), Field Training Officers, Property/Evidence Room.
Manages all administrative support staff; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to programs, policies and procedures; prepare departmental policies and procedures; prepare and present staff reports and other necessary correspondence to the Chief of Police.
Assist in the budget development and administration; prepare and plan budget requests for assigned operations and special details; participate in the development of grant applications when applicable.
Conduct internal affairs investigations and investigation of citizen complaints against all police staff as directed by the Chief of Police.
Participate in shift activities as necessary including enforcing local and state laws; issue Justice of Peace and university citations, make arrests, and assist other agencies when affecting an arrest warrant.
Speak before groups and represent the department at meetings and conferences.
Supervise and participate in the preparation of reports for various cases including cases going to trial; prepare supplemental reports as required; appears in court to present evidence and testimony as required.
When assigned to investigations, supervises, completes detailed investigations of a general and specialized nature; review all patrol generated reports and evaluate, prioritize, and assign them to police sergeants for follow-up investigations; manage day-to-day of all investigative activities and coordinate investigations including those involving police sergeants and police officers; oversee and participate in undercover and surveillance operations; review all investigation reports and make to the recommendations to the Chief of Police; supervise and assist police sergeants and police officers in follow-up investigations including the gathering of evidence, questioning of witnesses, and apprehension of suspects.
When assisting with traffic control, supervise and manage in traffic control activities and accident investigations; review and correct all departmental traffic collision reports and towed vehicle reports; respond to call outs on major injury or death accident investigations; respond to questions from citizens concerning traffic related issues.
Oversee and manage the office’s petty cash fund; assign a secondary petty cash officer. Maintain custody and control of all petty cash as assigned to the department; make deposits as required from all fines collected from parking and other violations.
Oversee the weapon’s qualification to ensure the department is in compliance with TCOLE regulations regarding fire arms; serve as the weapons’ custodian.
Oversee and manage the patrol unit’s maintenance schedules ensure that each patrol unit receives its regularly maintenance as outlined by the vehicle’s owner’s manual.

Additional Responsibilities:
Creates and presents crime prevention programs and community awareness programs to the faculty, staff, and students and the surrounding OLLU community.
Supervise the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.
Complete the Annual Security Report for all three campus.
Performs other duties as assigned by the Chief.
Serves a secondary liaison officer to the Chief of Police with other law enforcement agencies.

Working Conditions:
Work is performed in both office and field settings (outside) on a rotating shift schedule in all weather conditions.

Tools and Equipment Used:
Patrol unit, police radio, handgun and other weapons as required, handcuffs, first aid equipment, and personal computer including word processing software.

Physical Demands:
The physical demands described here are representative of those that must be met by a police officer to successfully perform the essential functions of this job which are as follows: sit, talk, hear, stand, walk, run, use hands and fingers, handle or operate objects, reach with hands and arms; climb, balance, stoop, kneel, crouch, or crawl, taste and smell. The police officer may be required to carry, drag, or restrain individuals from 50 to 300 pounds and lift in excess of 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Hazards:
Conditions present high stress and threat to personal safety during periods of search, seizure and arrest; may be exposed to toxic materials, blood-borne pathogens and other infectious environments; have to deal with unruly or dangerous individuals, unsafe building sites and the use deadly force; may be required to extend work schedule during university emergency situations as deemed necessary to ensure public safety by the Chief of Police.

Job Requirements:Knowledge, Skills and Abilities:
Knowledge of all Texas Peace Officers’ rules and regulations as evidence by possessing an Intermediate TCOLE Peace Officer’s Certification.
Knowledge of Texas driving rules and regulations as evidenced by possession of current Texas driver’s license.
Ability to successfully complete the TCOLE required physical, psychological and drug screen exam.
Possess strong interpersonal skills (verbal and writing).
Possess a basic knowledge of data entry and criminal report assessment.
Able to work under stressful situations.
Possess good communication skills.
Proven ability to demonstrate sound judgment and strong leadership skills.
Ability to successfully complete the handgun, shotgun and patrol rifle qualifications.
Dependability with regard to handling work assignments and critical incidents.
Ability to work holidays and required shift work to include days, evenings, nights and weekends.
Must be able to travel to the offsite campuses (Houston & La Feria) and be able to stay for an extended period of time.
Ability to work and cover half or full shift in the event of manpower shortage with limited notification and subject to shift rotations.
Ability to be on call 24 hrs. / 7 days a week to provide direction and guidance to the patrol sergeant and police officers.
Ability to be on call 24 hrs. / 7 days a week and be able to respond to all campus emergencies as directed by the Chief of Police.

Education and Experience:
High school graduate or GED (Required).
Associates degree in Criminal Justice or a closely related field; bachelors (Preferred).
Must have a current Intermediate TCOLE peace officer certification (Required); Advanced Certificate (Preferred).
Must possess a valid Texas driver’s license and clear driving record (Required).
Four years’ experience with a law enforcement agency (Required), preferably in a college or university environment.
Two years supervisory experience with the rank of Sergeant or above (Preferred). In the absence of supervisory experience, must have demonstrated good judgmental and leadership skills, sufficient to have gained the respect and confidence of one’s peers. (Chief of Police renders the final decisions on supervisory experience).
No disciplinary sanctions of any form of insubordination or employee misconduct within the last three years (Required).
Honorable discharge from military service (DD-2140) if applicable.
