The Deputy Chief of Police provides leadership to the Northwestern University Police Department (NUPD) and performs direct oversight of the police department operations.

Specific Responsibilities:
Provides direct management of all patrol and investigative activities of the police department utilizing best practices in campus law enforcement, and effective crime prevention, suppression and investigative methods. Oversight includes activities within the police department jurisdiction on both the Evanston and Chicago campuses, including campus properties and non-campus properties. Reviews activity reports of subordinate staff to insure adequate supervision, activity and to determine resource allocation and deployment. Directly supervises and conducts performance evaluations for subordinate supervisors and other direct reports as assigned. Directs, assigns and approves performance evaluations for others in the bureau. Meet regularly with Commanders and other team leaders to promote team building, resolve issues, and exchange ideas for improvement. Set goals and follows through with team leaders to insure direction is appropriate to achieve desired results. Assists in the investigation of personnel complaints and internal affairs investigations as requested.

Establishes goals, objectives, and initiatives and provides assessment data to other members of the Command Staff based on an established measurement system.

Establishes an on-call system within the Division Commander’s and serves as the next level point of contact on a 24/7 basis. Serves as formal and informal liaison to local, state, and federal law enforcement agencies to exchange information, provide assistance, or request assistance as necessary. Relays significant police related events or activities to Northwestern University Police Department leadership and other campus stakeholders as directed.

Assists in formulating and implementing policies and procedures in compliance with The Commission on Accreditation for Law Enforcement Agencies (CALEA) standards. Conducts and oversees compliance, audits and inspections of internal operational processes within the designated Divisions to insure policies and procedures are applied consistently and assure compliance with regulatory entities such as CALEA, Illinois Law Enforcement Training and Standards (ILETS), and both the Illinois and United States Department of Education.

Analyzes crime statistics and trends through review of incident reports, statistical data and CompStat reports. Implements prevention and suppression strategies to eliminate or minimize the opportunity for crime trends to continue. Coordinates processes involving campus units in evaluating impending or occurring hazard threats/impacts and in establishing priorities to prepare for, responding to, and recovering from the hazard impacts. Fulfills a critical role in planning for, responding to and managing emergencies, threats, events, and other situations which compromise peace and order within the police department jurisdiction.

Functions as a key member of the Command Staff and assists in making critical management decisions. Disseminates information regarding significant police related events or activities to department and university leadership; prepares and reviews activity reports to be delivered to management. Willingly participates and provides input during periodic management meetings to keep top management informed of problems and concerns.

Maintains positive relationships with all other Northwestern University departments, administrators, student groups, external community stakeholders and law enforcement agencies. Position requires daily contact with members of the Northwestern, Evanston and Chicago community to include students, parents, staff, faculty, physicians and other stakeholders.

Minimum Qualifications:
Bachelor’s degree required.

Illinois Law Enforcement Training and Standards Board certification or the ability to attain within first 6 months of employment required.

Valid driver’s license that grants reciprocity in the State of Illinois or be eligible to obtain one and do so within 60 days of appointment required.

Completion of executive level law enforcement leadership training such as the Federal Bureau of Investigation National Academy, Northwestern University Police Staff and Command, or the ability to successfully complete if assigned.

A minimum of 8 years of progressively responsible law enforcement management experience is required.

Demonstrated leadership experience overseeing police operations within a campus law enforcement department.

Ability to successfully complete/pass medical examinations including vision screening and drug testing, psychological test, and physical fitness tests.

Ability to develop the skills of staff and prepare personnel for increased responsibilities required.

Knowledge of importance/priority in determining what should be communicated to supervisors required.

Knowledge of organizational staffing and human resources required.

Knowledge of basic financial management methods, techniques and procedures required.

Ability to initiate, implement and follow through on projects, programs or assignments with completed staff work required.

Preferred Qualifications:
Completion of FBI National Academy, Northwestern University School of Police Staff & Command, or similar advanced public safety management program.

Experience managing within a union work environment.

Experience managing within a CALEA accredited college or university police department.
