NSU invites applications for the position of Chief of Police & Public Safety. Reporting directly to the Vice President for Finance & Administration, the Chief of Police & Public Safety provides leadership and strategic direction for the Universityâ??s Campus Police programs and services. In leading this department and setting innovative public safety goals and objectives, the Chief provides leadership for law enforcement officers, and public safety and security programs that ensure a safe, secure, environment for students, employees and visitors. The Chief directs the departments operational, personnel, law enforcement and budgetary activities; also coordinates University programs for disaster preparedness, public safety, and emergency planning, and represents the Police Department as liaison to other University constituents. Additionally, incumbent: 1. Leads, directs, and manages the Universityâ??s police departmentâ??s divisions and operations (administrative services, investigations, uniformed patrol, and parking services unit); with the objective to enforce laws, prevent crimes and protect life and property; ensures law enforcement personnel are well-trained and qualified to deliver public safety services to the University community and surrounding areas. 2. Provides law enforcement advice, opinions and services to the University President, Executive Cabinet, Department Heads and other University Officials. 3. Proactively manages campus and community-based initiatives designed to deter criminal activity and prevent crimes; identifies community and campus law enforcement priorities. 4. Serves as liaison to various federal, state, and local law enforcement agencies within proximity to the University, to monitor, prevent and control criminal activity. 5. Oversees, plans, and directs security for special events, including all sporting and extracurricular activities, both on and off campus; addresses crowd management and safety matters. 6. Represents the department in all significant public relations matters and serves as the Universityâ??s liaison with external agencies, federal, state and local representatives, and private sector regarding campus law enforcement and manages crisis communications in collaboration with the Communications and Marketing Department. 7. Supervises programs that ensure compliance with federal, state, and local laws and regulations, including Jeanne Clery Act, Campus Security Act, Campus Crime Statistics Act, Continuity of Operations Plan (COOP), Hazard Mitigations Plans and Universityâ??s Crisis Management Plan, and NSU Police Department policies. 8. Establish goals and objectives for the University Police Department and ensures policies and procedures are current and complete; oversees the departmental budget and monitors the departmentâ??s financial status. 9. Develops and implements proactive community relations programs designed to enhance overall social conditions and encourage active participation in community affairs which affect the quality of life for the University and the Community. 10. Supervises the Parking Services operations of the campus to include assists in training parking services managers and staff on parking regulations, handling customer service issues, organizing parking for activities to ensure maximum safety protocols are followed. Minimum Qualifications 1. Considerable progressive law enforcement experience, generally equivalent to a minimum of 10 years, as a sworn police officer, with preference given to officers with senior level command rank experience; preference given to those with campus safety experience. 2. Bachelorâ??s degree in Criminal Justice, Police Administration, Public administration, Police Science or similar discipline, or equivalent combination of training and education that provides the requisite knowledge, skills, abilities, and experience. 3. Documented experience supervising the work of others, setting performance standards, and leading and setting measurable attainable departmental goals. 4. Demonstrated experience with budget management. 5. Demonstrated knowledge of law enforcement standards, emergency operations and hazard mitigation planning. 6. Skill in fostering cohesive communication efforts, in communicating effectively, both verbally and in writing, to university and public bodies, with varying levels of understandings of subject matters. 7. Skilled in the use of law enforcement equipment, including radios and weapons. 8. Must possess a Virginia driverâ??s license, or ability to obtain within 30 days of employment. 9. Must pass extensive background check, which may include criminal and credit history. 10. Demonstrated experience developing programs, including crime prevention programs and programs designed to mitigate and deter criminal activity.
