Job Description Summary
Provides police services and protection to Lock Haven University property, grounds, facilities, clientele, employees and the general public. This is basic police services work that includes that provision of routine and customary police services.

The patrol officer works under the direction of the Director of Public Safety or his/her designee with little direct supervision.

Work schedule anticipated to be 11:00PM until 7:00AM for 6 months and subject to change based on operational needs.

Full consideration will be given to applications received by January 18, 2019.

Essential Duties
Ability to work overtime and/or any shift.
Patrol campus by foot, vehicle and/or bike.
Respond to calls for assistance (criminal and general assistance)
Respond to calls for fire, burglary alarms.
Respond to emergencies on campus.
Patrol campus property and buildings to assure proper security of the same, including, but not limited to, locking and unlocking of facilities; precluding theft, vandalism and loitering; and reporting of general building and grounds security issues.
Complete and file reports of crimes and other police matters.
Provide assistance to other local law enforcement agencies at the direction of the senior officer in charge.
Provide basic security and law enforcement services at university events.
Provide transportation and escort services to students and other visitors to campus.
File appropriate criminal charges for violations of Commonwealth laws and/or enforce vehicle code violations.
Investigate traffic accidents and prepare reports.
Direct traffic, enforce parking regulations, make criminal arrests, serve warrants, transport prisoners, take fingerprints, transport funds for university deposits, testify in court, attend arraignments and preliminary hearings and enforce university policies and procedures.
Perform routine building checks for safety hazards, mechanical problems and failures and other deficiencies.
Knowledge of Commonwealth laws, rules and regulations governing motor vehicle operation and person conduct for employees or visitors of Pennsylvania State System of Higher Education Universities.
Knowledge of Commonwealth provisions for emergency situations.
Skill in the use and care of offensive and defensive weapons.
Ability to react quickly and calmly in emergency situations and to determine proper courses of action.
Ability to enforce laws firmly, tactfully, and with respect for the rights of others.
Ability to understand and carry out oral and written instructions.
Employees in this classification are designated as essential employees in accordance with Commonwealth Management Directive 530.17. As such, they are required to work when an office closing is authorized.
Specific Duties
Conducts preliminary investigations, gathers evidence, obtains witnesses, and makes arrests; testifies as a witness in court.
Issues traffic tickets, direct traffic upon request.
Acts as custodian of personal property and evidence being held for court presentation; maintains records of property, evidence, and automobiles held or impounded.
Performs other related police duties as assigned.
Investigates Missing Persons cases.
JNET certified.
Proficient using Cody Desktop and Express.
Criminal background checks.
Obtain and use search and arrest warrants.
Obtain and verify evidence by interviewing and observing suspects and witnesses, or by analyzing records.
Collaborate with other authorities or activities such as surveillance, transcription and research.
Collaborate with other offices and agencies in order to exchange information and coordinate activities.
Collect and record physical information about arrested suspects, including fingerprints, height and weight measurements, and photographs.
Compare crime scene fingerprints with those from suspects or fingerprint files to identify perpetrators, using computers.
Record evidence and documents, using equipment such as cameras and photocopy machines.
Search for and collect evidence such as fingerprints, using investigative equipment.
Serve subpoenas or other official papers.
Knowledge of group behavior.
Minimum Qualifications (Required Knowledge, Skills and Abilities)
Applicant must be Act 120 certified and/or have Act 120 certification by anticipated hire date and have one year of police experience. Act 120 certification qualifies as one year of police experience.
Must possess a valid Pennsylvania Motor Vehicle operator’s license.
Must be able to work nights, weekends and overtime.
Must pass weapons qualification.
All candidates who meet the minimum qualifications will be required to complete a physical agility test and polygraph successfully before continuing through the search process.
Must pass the Commonwealth of Pennsylvania, Municipal Police Officers’ Education and Training Commission’s psychological, physical, and fitness examination as a condition of employment.
Ability to meet such qualifications regarding strength, agility and health as may be required.
Individual will employ independent judgment with some supervision.
Position will require employee to react quickly and calmly in emergency situations and to determine proper courses of action.
Should be knowledgeable on modern police practices and methods used in crime investigation and the identification and preservation of physical evidence and knowledgeable in Commonwealth laws, rules, and regulations.
Must possess excellent oral and written skills.
Ability to understand and carry out oral and written instructions.
Preferred Qualifications
Criminal Justice higher education or equivalent degree.
Physical Demands
Work from a seated position for extended periods.
Respond with escalating levels of force as situation requires.
Must be able to work in and tolerate exposure to extreme weather conditions.
Ability to walk and run on all surfaces.

Background Clearances
In accordance with Act 153 of 2014 (HB 435), appointment is contingent upon completion of a satisfactory background investigation which includes, but is not limited to, Act 34, Pennsylvania Criminal Record Clearance; Act 151, Child Abuse Clearance; and Act 114, Federal Bureau of Investigations (FBI) Criminal Background Checks.

Appointment is provisional for a single 90 day period provided the “Arrest/Conviction Report and Certification Form” and verification of your application for the three background checks are returned to Deana Hill, Associate VP for Human Resources.
