The Campus Police Lieutenant supervises, plans, coordinates and oversees the activities and operations of staff assigned to the patrol shift. The Campus Police Lieutenant serves as the responsible official in charge during regular non-duty hours of supervisors; and does related work as required.
Specific Duties & Responsibilities:
Supervises, evaluates, trains and provides guidance to subordinate personnel.
Directs and leads subordinates in enforcing criminal laws and university’s policies and procedures.
Ensures subordinate compliance with the Department of Campus Safety and Security rules, policies, and regulations.
Assigns all schedules for regular and special assignments for the patrol shift.
Supervises special assignments and details as required during the hours of working shift.
Coordinates preliminary investigative activities at crime scenes or significant or unusual events until arrival of investigative entity.
Effectively utilizes available resources by assigning personnel and monitoring their work to ensure proper performance of the patrol shift.
Responds to requests for service as appropriate.
Writes completely, concisely and clearly.
Communicates and maintains good relations with the faculty, staff, students, general public, other law enforcement agencies, and public officials.
Analyzes crime data and directs resources accordingly.
Interprets policies and procedures for application.
Must be able to function in keeping with a community-oriented value-based philosophy.
Coordinates responses by Safety and Security to all major incidents or events on campus which could include but not limited to alarms, fires, weather incidents and other public safety emergencies or unusual events. Additionally, coordinates and cooperates with the Command Staff in the preliminary and follow-up investigations of complaints, reported criminal offenses, and disruptions.
Collaborates with the Training Commander all training activities for the patrol shift.
Must be trained and certified to carry and operate any weapons or devices when appropriate (i.e. less-lethal weapons, OC Spray, collapsible baton, handcuffs etc.) assigned to enable the officer(s) to mitigate a threatening incident or event on property owned or leased by the university located in the State of Maryland.
Application for a special police officer commission will be made after hire and during the initial training period. The University will cover any expenses related to the application for the commission and permit. Denial by the Maryland State Police of a commission or permit, or subsequent revocation of those privileges, may result in dismissal.
Maintain Department Quality Control
Performs other related duties as required.
Minimum Qualifications (mandatory):
Bachelor’s degree in Criminal Justice, Business, Liberal Arts, Social Sciences or related discipline OR graduate of certified police academy required.
Minimum of 10 years of experience in law enforcement related field, (City, County, State, University, Federal agency), with 5 years of experience of law enforcement supervisory / management experience.
Prefer experience involving more complex assignments.
Special knowledge, Skills, and Abilities:
Excellent organizational, interpersonal, written and verbal communication skills. Candidates must be able to demonstrate their ability to understand verbal and written direction, maintain a professional demeanor and restraint at all times, which includes stressful situations.
Experience in managing a diverse work force highly desirable.
Extensive knowledge of city, state and federal criminal laws.
Broad knowledge and understanding of public safety and security issues.
Strong analytical, critical thinking and decision- making skills. Strong interpersonal and communications skills are necessary to effectively deal with the University students, faculty, staff and the public.
Ability to effectively supervise and train employees.
Skilled in developing community relations between the campus community and the surrounding neighborhoods.
Must have a collaborative style of leadership, with the ability and willingness to foster a team environment within the department. Must be able to interact with the general public, students, staff and faculty in a collaborative manner.
Must be ready, willing, and able to lead a response and take action to mitigate any high- risk incident or event that presents a danger to the university community.
Must be able to become certified to operate Segway’s, T-3’s. Bicycles, or any other equipment assigned in order to assist in performing their essential jo function.
Must be trained and certified to carry and operate any weapons or devices when appropriate (OC Spray, collapsible baton, handcuffs etc.) assigned to enable the officer(s) to mitigate a threatening incident or event on the University’s on and off campus properties and facilities.
Must also be able to work independently in absence of the Shift Commander, be able to make observations and write clear, concise, accurate reports containing acceptable content with proper grammar and punctuation, reflecting these observations.
Must be able to properly and professionally analyze and react to stressful and hostile situations.
Must be able to work ALL shifts, including weekends, holiday, and overtime shifts. This may include schedule changes as needed to meet safety and security requirement of the University. Overtime may be MANDATORY.
Must be willing to work in a collaborative manner with University mental health professionals in stressful situations involving University personnel.
Technical qualifications or specialized certifications:
Should be proficient in data base management, using multiple computer software programs designed to prepare reports and other documents relative to the position (i.e. Microsoft Word, Excel, Power Point etc.). Familiar with various security systems.
Must meet Maryland State Police requirements and investigation for a Special Police Commission and have exemplary background and integrity.
Must be in possession of a valid state motor vehicle driver’s license.
Must pass a University criminal background investigation; have and maintain a clean motor vehicle driving record (no more than two current points).
Any specific physical requirements for the job:
Successfully complete a physical/health screening examination by the Office of Occupational Health and Safety, which includes a drug screening; successfully meet and maintain Campus Safety and Security physical requirements.
Physical demands are in excess of those for sedentary work and officers must be able to remain on feet for extended periods of time, as well as stoop, kneel, crouch, lift.
Must be physically able to operate a variety of machines and equipment including automobiles, vans, Segways, T-3 Vehicles, bicycles, baton, pepper spray, office equipment, radio, telephone, computers with current word processing and other applicable software, etc.
Pursue offenders, restrain or apprehend aggressive individuals and make arrests when necessary.
Run moderate distances and/or go up and /or down flights of steps; read, interpret, and understand University policies and procedures.
Withstand exposure to inclement weather.
Must be able to qualify and maintain certification and proficiency with all defensive weapons and issued equipment.
Supervisory responsibility (indicate the number and type of persons supervised by incumbent): 20-25 officers to include Campus Police Sergeants, Campus Police Officers and Campus Security Officers.

During the Influenza (“the flu”) season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
