Full Job Description
Provide overall leadership, training, support and guidance to the personnel assigned to the Office of Emergency Management (Associate Director, Continuity of Operations Manager, Emergency Operations Manager and Physical Security Manager) in order to successfully implement GSU’s preparation and response to emergency situations, our mitigation of situations, and our prevention and recovery efforts. Outreach to peer Emergency Management Professionals in order to develop best practices, mutual aid understandings (MOU’s) and joint exercises.

Work with the Chief of Police, President, Provost, Deans and Associate Director to develop, schedule and execute tabletop exercises al all colleges lo prepare for significant event responses (Ex: breach in BSL4 Lab, active shooter, earthquake, fire, terrorist attack, biological agent attack, floods, etc.) Plans and directs the implementation of the Office of Emergency Management’s short and long term goals, objectives and strategies and develops the 5 year strategic plan for the Office of Emergency Management.

Duties and responsibilities include, but are not limited to the following:

Directs and performs complex managerial work in the implementation of Emergency Management at all University properties in order to effectively prevent, manage and mitigate events that may adversely impact the University and its operations.
Ensures campus is in full compliance with all components of the National Incident Management Systems (NIMS). Plans and directs the Emergency Management Budget with input from the Chief of Police and the Associate Director of Emergency Management.
Develop Protocols with local health department’s (Fulton County, Dekalb County) and internal GSU partners to prepare for any communicable disease outbreak and develop protocols and tabletops for GSU’s response which may Include opening a Point of Dispensing (POD) location at GSU.
Coordinating shelter in place locations for healthcare personnel, training GSUPD on protection protocols and equipment and coordinating communication of GSU’s response with the Chief of Police and GSU Office of PR and Marketing Communication as well as making notification to the GSU Community
Coordinating activities with the Emergency Response Group before, during and after an emergency.
Responds 24/7 to emergencies at the University Coordinates the Management of the Panther Alert (Campus-wide Emergency Notification System), ensuring the Associate Director conducts regular updates of contact information in the database for parents, students, faculty and staff.
Coordinates the use of the Panther Alert Emergency Notification System with the Chief of Police, Associate Director and University Relations.
Manages special events at the GSU Stadium and other venues as needed.
Serve as a liaison with city, state and federal emergency response agencies.
Serve as a GSUPD representative with the City of Atlanta or the Atlanta Fulton County Emergency Management Agency (AFCEMA) in the Joint Operations Center or the Emergency Operations Center during large events, emergencies and other activations of Metro Atlanta emergency response agencies.

Bachelor’s degree and six years of related experience; or a combination of education and related experience. Completion of FEMA ICS/NIMS 100, 200, 700 and 800 (IS) level courses preferred. Emergency planning, response, and crisis/disaster experience.
