Primary Purpose of Position
Under the supervision of the Operations Captain, patrol lieutenants are responsible for supervising, planning, and organization of sergeants, patrol officers and other subordinates of assigned shift. As a member of the Director’s command staff lieutenants are expected to be actively involved in the development and implementation of department policies, procedures goals and objectives.

Provide constructive feedback, including interim evaluations as appropriate.
Ensure staff has the necessary knowledge skills, and abilities to accomplish goals.
Requirements of the performance planning and evaluation process are met and the evaluations are completed by established deadlines with proper documentation.
Performance issues are addressed and documented as they occur.
Safety issues are reviewed and communicated to assure a safe and healthy workplace.
Promote and maintain a positive and encouraging workplace free from all forms of harassment.
Daily review of reports and radio log to ensure accuracy and completeness.
Review training request and make recommendations to the Director for all training requests, and schedule and document approved training.
Review and approve as appropriate all leave request for direct reports to ensure shift minimums are maintained.
Assist subordinates in carrying out their responsibilities by mentoring, providing training and supervising in a professional, effective and caring manner
Direct subordinates within the chain of command in the implementation of polices, goals and objectives of the department.
Conduct routine announced and unannounced inspection of uniforms, equipment, and work areas.

Provide professional and courteous law enforcement services to the community.
Enforce state and local criminal and traffics laws
Provide proactive patrols of the campus to identify and suppress criminal activity
Report and investigate suspicious and/or dangerous activity and conditions
Document activity in written reports as directed in policy manual
Document patrol activity in the CAD system
Investigate crimes to the extent possible given time and training.
Testify in court and other legal proceedings.

Key Function Emergency Preparedness

The Department of Public Safety is responsible for emergency management planning and response for Georgia College. To facilitate this mission lieutenants are responsible for maintaining operational readiness in the preparation for and response to a threat to the university.
Lieutenants may be called upon to serve as incident commanders in planned or unplanned events. In the absence of the patrol captain, lieutenants are responsible for making appropriate notifications to senior administrators.
Lieutenants are expected to carry out the emergency management function for the university in a manner consistent with federal guidance as provided in the National Incident management system (NIMS) and the Incident Command System (ICS).
Maintain a strong working relationship with the Associate Director of Emergency Preparedness.
May be responsible for developing and implementing plans for planned and unplanned events.
Write and authorize emergency announcements through Georgia College Front Page and the university emergency notification system.

Key Function Administrative Support
Job duties performed for the above function
Provide support to the administrative needs of the department.
Participation in recruitment of departmental personnel.
Provide billing information for departmental services to the Operations Captain.
Approval and filing of assigned shift’s reports assuring all necessary information is included.
Access and download information from the CAD system and, university and departmental camera systems to review cases and investigate complaints.
Support the USG assessment program
Support department crime prevention and community policing activities as appropriate.
Serve as a Clery Campus Security Authority
Receiving and scheduling special event coverage and providing billing information to the Captain of Operations.
Perform specialized assignments including, but not limited to, investigations or crime prevention/community policing coordination.
Certified in dispatch and familiar with all operations of the communications center.
Investigation of complaints made against staff in the lieutenant’s chain of command.

Proposed Minimum Experience/Education
Bachelor’s degree with at least 5 years of law enforcement experience directly related to duties and responsibilities specified, or an equivalent combination of education and experience.

This position has 24/7 on call reasonability. Must be able to pass a comprehensive background check including a criminal history check, a physical (with a drug screen), a psychological evaluation, credit history, motor vehicle records check and previous employer and reference checks.

Preferred Years Experience, Skills, Training, Education
Bachelor’s degree or higher with at least 10 years of law enforcement experience with 5 years as a sergeant; or an equivalent combination of education and experience, with 3 or more years in a college environment. Extensive leadership and management training.
