This is a full-time, overtime-exempt position on the Olympia campus of The Evergreen State College. This is an “at will” appointment, exempt from Washington State Civil Service rules and the Fair Labor Standards Act overtime requirements. The incumbent has arrest powers and is required to be a commissioned law officer under the regulations of the State.

This position will receive a 1% salary increase effective January 1, 2019.

Position Purpose
The Director provides leadership and strategic vision for all operations of The Evergreen State College Police Services Department in order to advance a safer, more secure, and welcoming environment. The Director is responsible for the design, execution, and effectiveness of a system of internal controls which provides reasonable assurance that department operations are comprehensive, effective and efficient; consistent with a community policing philosophy; college facilities and assets are safeguarded; and the department is in compliance with applicable laws, regulations, policies, and procedures. The Director serves as an institutional leader in identifying, translating, and applying best practices in public safety, emergency response, crisis intervention, and parking services to serve the unique needs, culture, and environment of The Evergreen State College.

Nature and Scope
Police Services is a 24-hour, year-round operation responsible for the safety and protection of the college community that includes up to 1,000 students living on-campus as well as students, employees, and visitors commuting to the 1,000 acre campus. The department is service oriented and responsible for public safety, emergency response, dispatch and communications, crime prevention, law enforcement, and parking services. Police Services practices law enforcement with a guardian and community policing philosophy and a mission to protect constitutional rights.

In addition to the Director, Police Services employs twenty-one staff, plus student and temporary employees. The annual department budget is approximately $1.9 million.

This position reports to the Vice President for Finance and Operations, and is a member of the Finance and Operations Directors Leadership Team.

Essential Functions

Provide leadership to the department, including:
Establishing a mission and vision, plans, goals, and objectives consistent with the mission of the college.
Ensuring that the department provides effective community-oriented public safety, emergency response, and parking services while enforcing laws, regulations, and rules.
Establishing a culture of inclusive excellence that contributes to an equitable, diverse college across significant differences, including but not limited to race, ethnicity, sexual orientation, ability, religion, national origin, and gender identity and expression.
Maintaining current knowledge of best practices in the field of crime prevention, law enforcement, emergency preparedness, and parking services.
Manage the department by:
Serving as the appointing authority for all personnel matters related to hiring, training, evaluating, and disciplining department employees.
Developing the departmental budget and effectively managing fiscal resources.
Developing and maintaining all department policies, standard operating procedures, and directives.
Preparing and maintaining records, reports, and correspondence in compliance with college business practices and local, state, and federal laws.
Ensure compliance with the Clery Act (including generating the Annual Security Report), Title IX, SAVE Act, and other related laws and regulations.
Provide professional policing to the college by:
Ensuring that the department is responding to emergencies, preventing crime, and safeguarding college facilities and assets.
Effectively building and sustaining relationships with stakeholder groups including students, faculty, and staff.
Developing and maintaining effective, collaborative, and proactive relationships with local, state, and Federal law enforcement agencies and colleagues.
Developing and coordinating college-wide crime prevention programs including identifying and implementing creative and effective means to communicate information to students and their parents, faculty, staff, visitors, and the general public.
Developing and ensuring the delivery of department training programs to further professional knowledge and skills of staff, with particular attention to training in implicit bias awareness, cross-cultural communication, crisis response and de-escalation, and service to historically underrepresented and underserved communities.
Providing on-call response and guidance during evenings, weekends, and holidays as needed.
Performing the duties of a police officer when needed.
Provide service to the college community by:
Working cooperatively with staff responsible for Student Conduct, Title IX, and Residential Life.
Serving as a member of the Students of Concern and the Sexual Misconduct Response Network workgroups charged with identifying and supporting students at risk.
Serving as a member of the Crisis Intervention Team charged with assessing situations and mitigating risk of harm to self or others when individuals are identified for these behaviors.
Serving as a non-voting member of the Police Services Community Review Board.
Assisting in the training and preparation of the Deadly Force Review Board.
Serving as a member of designated committees.
Other duties as assigned.

Knowledge of and ability to manage service provision of public safety, emergency response, dispatch and communications, crime prevention, law enforcement, and parking services.
Excellent management and leadership skills including the ability to hire, train, evaluate, and discipline employees.
Knowledge of applicable law enforcement and parking regulations, rules, policies, and procedures.
Skill and ability to direct and manage personnel and resources in emergency, unpredictable, unusual, stressful, and/or dangerous conditions.
Skill and ability in responding to complaints, settling disputes, resolving grievances amid conflicts, and/or negotiating with others while performing policing and management duties.
Skill and ability in verbal, written, and interpersonal communication, including the ability to communicate complex information and ideas clearly to a variety of audiences.
Ability to use good judgment and excellent reasoning and decision-making skills to identify alternative solutions, conclusions, and approaches to issues or problems.
Knowledge of implicit bias, cross-cultural communication, crisis intervention, de-escalation, and issues relevant to historically underserved and underrepresented populations; ability to apply this knowledge to policing.
Knowledge of federal, state, case law, and best practices for officers engaging in using and avoiding the use of force.
Knowledge, skill, and ability to use specialized police equipment, techniques, and instruments, including firearms.
Experience in budget development, managing fiscal resources and knowledge of costs associated with personnel, equipment, and supplies, training, etc.
Knowledge of policies and practices distinct to a college (i.e., Student Conduct Code, Title IX, Clery Act and Annual Security Report, Campus SAVE Act, etc.).
Skill and ability to represent the college and establish and maintain collaborative working relationships with diverse internal and external constituents (i.e., students, employees, the public, and external law enforcement officials).
Ability to maintain a degree of fitness that allows participation in stressful, physically demanding, and/or confrontational situations.
Skill and ability to use general office equipment, including computers and related software.
Advanced understanding of the National Incident Management System (NIMS) and Comprehensive Emergency Management Programs (CEMP).
Minimum Qualifications
Bachelor’s degree.
Seven years of progressively responsible experience in law enforcement administration, including at least five years in a supervisory role.
Law enforcement experience in community policing.
Desired Qualifications
Master’s degree in law enforcement, business administration, public administration, or related field.
Ten years of progressively responsible experience in law enforcement administration at the lieutenant level or equivalent.
Experience related to providing parking services or a comparable service.
Experience in a higher education setting or an environment requiring substantial interface with a young adult population.
Conditions of Employment
Must provide proof of identity and employment eligibility within three days of beginning work.
Current certification as a peace officer in the State of Washington as outlined in RCW 43.101.095, or eligible to meet the minimum standard for certification as set forth in RCW 43.101.200.
Possession of a valid driver’s license.
Have no felony convictions.
If extended a conditional offer of employment, submit to and successfully pass a background check, polygraph test, psychological evaluation, and medical examination.
Have the ability to work day, evening, and graveyard shifts, weekends, holidays, and during emergency situations.
